律回春渐,新元肇启。

2024年是全面贯彻落实党的二十大精神的关键年,是“一带一路”倡议深化发展的新纪元,也是进一步全面深化改革、推进中国式现代化的奋进年。这一年,我们以习近平新时代中国特色社会主义思想为指导,全面学习贯彻落实党的二十大和二十届三中全会精神,在学校党委、行政的坚强领导下,在各部门、各学院的鼎力支持下,守正创新、务实笃行,于学校全面深化改革的砥砺奋斗中当好“先锋队”,在学校运笔绘制高质量发展的宏伟蓝图中做好“主力军”。

回望2024,我们坚守初心使命,迈出高质量党建引领高质量国际化办学的新步伐。这一年,我们坚持推动党建工作与业务发展“一融双高”,探索党建引领国际化事业发展的新理念、新机制、新方法。这一年,我们以党建护航学校建构国际网络新格局,保障学院引入国际优质新资源,保驾师生安全参与国际交流新项目。全年共组织开展全面从严治党、党纪学习教育、作风建设、师德师风建设、安全稳定工作、意识形态工作、国家安全保密教育等专题学习会15次;召开党员大会、支部委员会、主题教育组织生活会17次;开展支部书记讲党课、主题党日活动、谈心谈话31次;进行调查研究4次,成果《关于推进我校国际化办学高质量、内涵式发展的调研报告》刊于学校《工作交流》“调研启思”栏目。这一年,我们持续以党建引领国际人才培养开新局、展新篇、立新功。

回望2024,我们坚持守正创新,踏上内涵式发展引领建构全球教育合作网络的新征程。这一年,我们积极融入国家对外开放和中外人文交流,科学谋划顶层设计,构建以推动“一带一路”沿线国家人文交流为核心,以国际组织、孔子学院、海外高水平大学为支点,以人才联合培养、教师学术互访、学生文化交流为载体的覆盖北美、南美、欧洲、亚洲、大洋洲的全球合作网络新格局。全年与乌兹别克斯坦国立大学、匈牙利塞格德大学、法国波城高等商学院等13个国家23所高等院校建立合作关系;接待来自英国、俄罗斯、日本等15个国家32批次来访团组;举办中法建交60周年庆祝活动、中亚中文教育高质量发展研讨会、第四届“全球胜任力提升计划”等学术和人文交流活动15场;完成因公出国(境)学术访问交流15批次;聘请来自32个国家的63名国际专家教师来校任教;举办各级各类出国留学项目说明和培训会71场;选派586名师生赴39个国家及地区的150余所高校及科研院所交流学习;选派16名师生分别赴3所孔子学院工作;招收并培养948名国际学生来校留学。这一年,我们不断深化与世界各国教育领域的往来合作,师生国际化视野明显拓宽,国际胜任力显著提升。

回望2024,我们胸怀“国之大者”,谱写创新型成果助力人类命运共同体建设的新篇章。这一年,我们持续发挥地缘及学科专业优势,以支持学校新一轮改革设立的五大学部国际化发展为目标,以研发融合型学科国际化发展项目为抓手,积极推进国际化创新平台搭建,助力中华优秀文化国际传播,为共建“一带一路”倡议和人类命运共同体建设提供理论依据和实践支撑。

这一年,我校俄罗斯籍教师杜布阔娃因在中华文化国际传播领域的突出贡献荣获2024年度中国政府友谊奖,这是建校以来我校国际专家首次获此殊荣;

这一年,我校校长吴耀武首次受邀主持2024世界中文大会之世界语言教育论坛,向全球中文教育工作者宣介“为世界青年打造参与全球治理、服务人类命运共同体建设教育平台,为全球语言教育事业添砖加瓦、为世界和平发展贡献力量的‘西外方案’”;

这一年,我校成功举办首届中亚中文教育高质量发展研讨会暨中亚中文专业负责人联席会,与中亚四国12所高校的18位专家及50余位国内知名学者深入探讨了促进我校及我省与中亚地区中文教育学术交流合作、共谋国际中文教育创新发展的新理念新思路;

这一年,我们成功举办“对话延安·讲述中国”红色文化国际传播研讨会,为红色文化走向世界,让世界了解真实、立体、全面的中国注入新动能;

这一年,我校顺利通过了来华留学生高等教育质量初次认证,为学校2025年本科教育教学审核评估、未来国际学生培养和学科建设发展奠定坚实基础;

这一年,我校孔子学院备受全球瞩目:法国波城孔子学院理事会主席弗朗索瓦·贝鲁,不仅在“2024年世界中文大会”上被授予“孔院之光”光荣称号,后又于12月被法国总统马克龙任命为法国新任总理。哈萨克斯坦孔子学院小学员阿米尔汗在7月上合峰会期间热情欢迎国家主席习近平的相关报道相继转载于各大媒体,向全世界展示了我校孔子学院在中国文化国际传播和中文人才培养领域的卓越成效。阿根廷孔子学院喜获2024年度HSK优秀考点。教育部、陕西省教育厅等十余个代表团年内考察访问我校哈萨克斯坦孔子学院,称赞其为我国和我省教育、文化、经贸等领域的国际传播与高质量发展发挥了重要的积极作用。

这一年,我们云程发轫、勇赴山海。新的一年,我们再踏层峰、更扬云帆。我们将以“百尺竿头思更进,策马扬鞭自奋蹄”的态度,以“长风破浪会有时,直挂云帆济沧海”的决心,逐梦星辰、不负韶华。

千帆竞发春潮涌,百舸争流正逢时。衷心祝愿学校各项事业蒸蒸日上、再谱新篇;祝愿老师们、同学们、校友们、朋友们祉猷并茂,顺遂无虞!

Dear Esteemed Teachers, Students, Alumni Around the World, and Friends,

As the gentle rhythms of spring usher in the New Year, we stand amidst the snow-draped splendor of Zhongnan Mountain, bidding farewell to the past while listening to the vibrant echoes of students along Platanus Avenue, heralding a new beginning. At this moment of transition, as days advance and years turn, the Office of International Cooperation and Exchange (also functioning as the Hong Kong, Macau, and Taiwan Affairs Office and the Confucius Institute Office), extends its heartfelt wishes to all faculty, students, alumni, and friends who have steadfastly supported our university’s journey of internationalization. We wish you a joyful New Year, brimming with prosperity, success, and fulfillment!

The year 2024 was pivotal, marking the full implementation of the 20th National Congress of the Communist Party of China. It was a year of profound integration under the Belt and Road Initiative, substantial reforms, and accelerated progress in Chinese modernization. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and with the robust leadership of the university’s Party Committee and Administration, we achieved remarkable milestones in innovation and action. As frontrunners in the university’s comprehensive reform efforts, we played an instrumental role in steering its ambitious blueprint for high-quality development.

Looking Back on 2024, we remained steadfast in our original mission, breaking new ground in high-quality international education guided by robust Party building. This year, we persistently advanced the integration of Party leadership with development under the concept of “integrated growth and dual excellence.” We explored new philosophies, mechanisms, and methods for Party leadership in international endeavors.

Through Party leadership, we safeguarded the university's efforts to construct a global network, secured access to premium international resources for our faculties, and ensured the safety of students and staff participating in international exchange programs. Over the course of the year, we organized 15 thematic study sessions on topics including strict Party governance, Party discipline education, conduct of code improvement, teacher ethics and professional conduct, safety and stability, ideological awareness, and national security and confidentiality. We also convened 17 sessions comprising general Party meetings, committee meetings, and organizational activities for thematic education. Furthermore, we carried out 31 initiatives such as Party secretary lectures, themed Party Day activities, and one-on-one discussions. Four research projects were completed, with the findings, titled Research Report on Advancing High-Quality and Substantive International Education at Our University, published in the "Insights from Research" column of our university's Work Exchange. This year, through Party-led initiatives, we opened new chapters and achieved new milestones in cultivating globally competitive talent.

Looking Back on 2024, we upheld the principles of integrity and innovation, embarking on a new journey of substantive development to build a global educational collaboration network. This year, we actively integrated into the national strategy of opening up and fostering cultural exchange between China and the world. Guided by meticulous top-level planning, we established a global partnership network centered on promoting cultural exchange along the Belt and Road Initiative. Anchored by international organizations, Confucius Institutes, and top overseas universities, and leveraging platforms such as joint talent training, academic exchanges for faculty, and cultural exchange programs for students, this network spans North America, South America, Europe, Asia, and Oceania.

In 2024, we forged partnerships with 23 universities across 13 countries, including Uzbekistan National University, the University of Szeged in Hungary, and Pau Business School in France. We hosted 32 delegations from 15 countries, including the United Kingdom, Russia, and Japan, and organized 15 academic and cultural exchange events, such as the 60th-anniversary celebration of Sino-French diplomatic relations, the High-Quality Development Seminar on Chinese Education in Central Asia, and the 4th "Global Competence Enhancement Program."

Fifteen academic exchange delegations traveled abroad; 586 students and faculty participated in exchange programs at over 150 universities and research institutions across 39 countries and regions. Sixteen staff and students were dispatched to work at three Confucius Institutes. We also welcomed 63 international experts from 32 countries to teach at our university, hosted 71 information and training sessions on overseas study programs, and admitted 948 international students.

By deepening collaboration with educational institutions worldwide, we significantly broadened the international perspectives of our faculty and students, enhancing their global competencies.

Looking Back on 2024, with a firm commitment to national priorities, we authored new chapters of innovation to support the construction of a community with a shared future for humanity. Harnessing our geographical and disciplinary strengths, we aimed to align the international development of our five newly established academic departments with the university's latest reforms. We spearheaded projects fostering the internationalization of interdisciplinary studies, built innovative international platforms, promoted the global dissemination of China's rich cultural heritage, and provided theoretical and practical support for the Belt and Road Initiative and the building of a community with a shared future for humankind.

This year in 2024, our Russian faculty member, Dubkova Olga, received the prestigious Chinese Government Friendship Award in recognition of her outstanding contributions to the international dissemination of Chinese culture. This marks the first time in the university’s history that one of our international experts has received this honor.

This year in 2024, our university president, Wu Yaowu, was invited for the first time to chair the World Language Education Forum at the 2024 World Chinese Language Conference. There, he introduced the “XISU Model” to global Chinese educators—a platform designed to empower the world’s youth to engage in global governance, contribute to the building of a community with a shared future for humanity, and advance global language education, fostering peace and development worldwide.

This year in 2024, we successfully hosted the inaugural Central Asia High-Quality Development Seminar on Chinese Education and the Central Asia Chinese Program Directors’ Roundtable. Together with 18 experts from 12 universities across four Central Asian countries and more than 50 renowned domestic scholars, we explored new ideas and approaches to enhancing academic exchanges and cooperation in Chinese education between our university, our province, and the Central Asian region, pioneering innovative pathways for international Chinese education.

This year in 2024, we also saw the successful organization of the Dialogue with Yan’an: Telling China’s Story — International Seminar on the Communication of Red Culture. This event injected new vitality into the global dissemination of China’s revolutionary heritage, helping the world gain a truthful, multidimensional, and comprehensive understanding of China.

This year in 2024, we achieved a milestone by successfully passing the initial quality certification for higher education for international students in China. This accomplishment lays a solid foundation for our 2025 undergraduate education and teaching review, as well as for the future cultivation of international students and the development of academic disciplines.

This year in 2024, the university’s Confucius Institutes have garnered worldwide attention. François Bayrou, Chairman of the Board of the Pau Confucius Institute in France, was honored with the “Light of Confucius Institute” award at the 2024 World Chinese Language Conference. Later, in December, he was appointed as the new Prime Minister of France by President Emmanuel Macron. Meanwhile, Amir Khan, a young student from the Kazakhstan Confucius Institute, gained global recognition in July when media outlets extensively covered his warm welcome to President Xi Jinping during the SCO Summit, showcasing our Confucius Institute’s remarkable success in Chinese cultural dissemination and talent cultivation. The Argentina Confucius Institute earned recognition as an outstanding HSK test center for 2024. Over the year, more than ten delegations, including those from the Ministry of Education and the Shaanxi Provincial Department of Education, visited our Kazakhstan Confucius Institute, praising its vital role in promoting international communication and high-quality development in education, culture, and economic trade between China and the world.

This year, we embarked on a journey of ambition, daring to traverse mountains and seas. As we stand poised at the threshold of 2025, we are filled with determination to embark on bold new journeys, surmounting new peaks and navigating uncharted seas. With unwavering resolve and boundless ambition, we will continue to strive for excellence, shaping a future of shared growth and innovation.

May the blossoming tides of spring carry us toward brighter horizons, and may our united efforts bring forth even greater achievements. We wish our university continued success and prosperity, and to all our teachers, students, alumni, and friends, a New Year filled with joy, health, and fulfillment.
